Littleton committee raises questions about proposed National Grid LNG vaporization site at Kimbles; public hearing July 9

Members of the Littleton Sustainability Committee discussed a proposed National Grid LNG (liquefied natural gas) vaporization facility that would operate seasonally at the Kimbles site and possibly other locations serving the region. Libby Donigan brought the item before the committee on June 11 and described concerns including noise during vaporization operations, lack of prior notification to town boards, and uncertainty about safety measures and evacuation radii.
"It seems as though other communication ... shows that some of the proposed infrastructure is going to be in Littleton," Libby Donigan said, adding that local boards and the health director were not aware of earlier deployments of the facility. Committee members said the facility had previously operated near 550 King Street and that Planning Board discussed the move at its May 14 meeting.
Members said National Grid's proposal has been framed by the company as a public-health and reliability measure for winter peak demand, but they questioned whether the company is financially incentivized to expand infrastructure beyond temporary need. "I don't want to put...a mandate on them," Don Maccgyver said, "but there is going to have to be some definition about who leads and who has accountability."
The committee learned that the Planning Board has scheduled a public hearing on July 9; the Board of Health will also consider the project. Committee co-chair Charlotte Dolan proposed a limited, focused approach for the Sustainability Committee: designate members to collect information from National Grid representatives and to attend the Planning Board hearing rather than formally taking a position immediately.
Committee members agreed that Libby Donigan and Don Maccgyver will follow up with Jeffrey Hancock (National Grid contact referenced in committee correspondence) to gather details on noise levels, emergency planning (evacuation radius), infrastructure permanence, and environmental impacts. The committee encouraged members to attend the July 9 Planning Board public hearing and to consider submitting a coordinated letter if appropriate.
No formal committee position was adopted June 11; instead members prioritized information gathering and community participation at the Planning Board process.
