Public Works Director Emily Fischer explained that the most recent RFP added two key changes: a local‑presence requirement (contractors must have an office within 50 miles or stand up one within 60 days) and an increase in mowing frequency (from 18 to 27 cycles per year) to better accommodate rapid summer growth and wet weather cycles.
Four firms submitted proposals; one contractor (Green Teams Inc.) was the committee’s top recommendation after committee scoring and interviews. Parks is the largest portion of the contract; other departments (public works, facilities, electrical) have separate line items. Fischer said the contract moves the city toward weekly mowing on most sites as an operational goal (weekly would be 36–39 cycles); the 27‑cycle contract is a partial step and staff sees it as a 50% improvement over prior service levels.
Council members asked about protecting storm‑water infrastructure and debris control (rules against blowing grass into streets) and about the transition timeline. Green Teams owner Tucker Gallagher said the firm has served the community for decades and will begin work July 1; staff said they will prioritize visible catch‑up work in the two weeks before handoff.
