Littleton sustainability committee to finalize CAP V1, schedule June 25 vote to send plan to Select Board

The Littleton Sustainability Committee agreed on June 11 to finalize a V1 draft of the town's Climate Action Plan and to hold a special meeting on June 25 to consider endorsing it for presentation to the Select Board. Charlotte Dolan, co-chair of the committee, said the CAP should be treated as an evolving document and that the committee would revisit priorities on a regular cadence.
Committee members said the CAP forum produced useful conversations but limited usable quantitative prioritization data from post-it notes and stickers. "People showed up and were interested," Don Maccgyver said, while Libby Donigan noted recurring public interest in banning single-use plastics and styrofoam as an actionable area to pursue.
Consultants Jenny Wright and Kelly Linama told the committee they are incorporating online and forum feedback into a near-final V1 draft, will include appendices with supporting materials and survey artifacts, and plan to clarify the greenhouse gas inventory where possible. Wright said the team will add reporting measures such as an annual update to the Select Board and recommended checkpoints (a six-month review, then annual stock-takes) so the plan remains responsive.
The group discussed how to move from plan to action. Members broadly favored assigning committee liaisons to specific boards and commissions to "champion" individual measures rather than attempting to direct other bodies. "We can advocate and provide education and research to help other boards take small, achievable steps," Libby Donigan said.
Committee members reviewed timing for Select Board presentations and packet deadlines, noting June 22 would be tight to post materials; they agreed to aim for a July 13 Select Board slot and to meet on June 25 to formally endorse and prepare a cover memo outlining the committee's requests of the Select Board.
At the June 25 meeting the committee expects to vote on final endorsement language and to decide which members will follow up with other boards on priority measures. The consultants said they expect to deliver the V1 draft to committee members the week following June 11 for committee review before the June 25 meeting.
The committee did not take final action on the plan on June 11; instead, it set the schedule and next steps needed to move the V1 toward Select Board consideration.
