Williston approves $9.5 million Williston Square contract and awards multiple street and pavement projects

The Williston Board of City Commissioners on Feb. 10 accepted the low bid from Strata/Knife River for the 2026 Williston Square Improvements Project and approved several other street and pavement contracts.
City Engineer David Juma told commissioners that eight prime bidders responded to the Williston Square solicitation and that Strata/Knife River’s base-plus-alternates low bid totaled $9,498,616.16, “which was significantly lower than our engineer’s estimate.” The commission voted to accept the bid, direct the City Engineer to execute the construction contracts with Strata/Knife River, and apply for State Water Commission grant funding.
In related action the commission also approved: Crow River Construction’s low bid of $2,014,857.75 for the West Broadway Improvements Project (water, sewer and storm reconstruction); Jaramillo Concrete’s $161,012.50 low bid for Sidewalk District D26-01 (the district is assessable over 20 years if property owners opt in); Asphalt Surface Technologies (Astech)’s $254,712.29 low bid for the 2026 Seal Coat Project; and Traffic Safety Services’ $44,446.00 bid for the 2026 Striping Project. Commissioners directed the City Engineer to execute the necessary contract documents for each award.
Motions to award each contract were moved and seconded by members of the commission and carried on recorded votes where roll calls were taken; several items were reported as carried unanimously by voice vote in the minutes. The commission also authorized staff to pursue grant funding for projects identified as potentially eligible.
The contract approvals commit the city to multiple construction schedules and contingency coordination; the City Engineer was instructed to proceed with contract execution and follow through on grant applications and required notifications.
