Planning commission approves revised site plan for Rush’s Pleasant Valley Bar and Grill

The Scofield Planning and Zoning Commission unanimously approved a revised site plan for Rush’s Pleasant Valley Bar and Grill at its May 2 meeting, clearing a planning-level hurdle while the applicant seeks final sign-off from the Utah Department of Transportation.

Brandon Rushton presented a plan that moves the restaurant structure to the east side of the property and adjusts ingress and egress. He told the Commission he has already discussed the plan with the Utah Department of Transportation (UDOT) and is scheduled to meet the agency next week to finalize access on Highway 96. Rushton said UDOT prefers the revised ingress and egress because of a nearby railroad crossing on Ivy Street.

Commission member Lorraine Behling moved to approve the revised plans; Commissioner Shane Moreno seconded. All four members present voted in favor (Lorraine Behling, Ralph Brinkerhoff, Shane Moreno, and Jerry Lynch). Commissioner Ron Warren was recorded as excused.

The approval granted by the Commission was for the revised site plan as presented. The Commission did not record additional conditions in the meeting minutes beyond noting the applicant’s pending coordination with UDOT; the applicant will need any formal agency approvals required for highway access before construction begins.

The town’s next procedural step is that the approved site plan and the record of the Commission’s recommendation will be available for any administrative follow-up and for the applicant’s subsequent permitting work; Rushton will meet UDOT next week to finalize any access approvals.
