Council seeks clearer goals and data as homelessness workshop is set

Several council members pressed staff for clear success metrics and accountability. One council member asked, "So what does success look like for this conversation?" and urged the council to set expectations for agencies that receive city funding. Staff said United Way and community partners lead the continuum and that the city will bring data on encampment clean-ups and referral outcomes.
Council members also raised the need for better coordination among nonprofit providers and volunteers. A council member noted duplication of meal and outreach services in close proximity and recommended earlier and repeated engagement with district advisory boards so they can serve as ambassadors during public outreach.
Staff said they would supply the requested data and partner representation at the workshop, clarify which city staff are on the continuum/coalition, and include policy areas such as encampment rules, panhandling and loitering in a holistic review. The agenda items and supporting information will be on the June 23 workshop agenda for more detailed discussion and potential council direction.
