On June 11 the Moab City Planning Commission approved an amendment to its bylaws to clarify attendance, removal and appointment procedures and to require a short initial training for newly appointed commissioners.
Johanna Blanco presented the changes, which add procedures for appointment (including City Council confirmation), add a removal-from-service section, and revise Section 4.2 to require that a newly appointed planning commissioner may not participate in a public meeting until completing one hour of annual training (staff indicated this would be OPMA-related training). Commissioners reviewed a minor typographical edit and discussed clarifying language about attendance percentages currently in the municipal code; a motion to approve Planning Resolution 09-2026 passed by voice vote recorded as 3-0.
Why it matters: The changes aim to standardize commission administration and ensure new members receive a baseline orientation before participating in hearings. Staff said the amendments should improve alignment with council procedures and make enforcement of attendance/removal clearer.
