The Lyon County Board of Supervisors met June 9 in Rock Rapids and certified the Primary Canvass of Elections by approving Resolution 2026‑19. Auditor Sara Sprock reported a post‑election audit conducted June 8 for precincts 3 and 4 — covering the U.S. Senate and Auditor of State races — “matched exactly to the election night results,” and the board approved the canvass and signed the resolution.
Why it matters: certification completes the local canvass process and makes the county’s primary results part of the official record. The board’s approval followed the auditor’s report that the audit found no discrepancies.
Board actions at the meeting included approval of the ISAC HIPAA Agreement for FY2027, an Economic Development employment contract for FY2027, county contribution agreements to Elderbridge, MidSioux, Family Crisis Center, the Foster Grandparent Program and RIDES, and a permanent easement contract presented on behalf of Secondary Roads. The board also approved the FY2027 ICAP renewal, which Auditor Sprock said reflects a 4.4% increase over FY2026 rates.
The board discussed creating a Safety Director position, asked Auditor Sprock to remove duties already performed in the Auditor’s Office from the job description, and Chairman Steve Herman said he would check departments for internal interest. The board approved a $5,000 annual salary for the position following a motion by Supervisor Altena and a second by Supervisor Scholten.
Intergovernmental business included the NW Iowa Multicounty Regional Juvenile Detention Center Agreement. The board voted to sign the revised agreement to allow Emmet County to join. No financial terms for the addition were specified in the minutes.
Financial approvals: supervisors approved payroll registers and claims. The Payroll Warrant Register was listed at $320,695.85 and the Payroll Disbursement Register at $353,535.91. A handwritten claim dated May 29, 2026, totaling $95,401.23 (including a Sanford Health Plan June premium of $95,086.29) and regular claims dated June 9, 2026, totaling $131,865.71 were reviewed and approved. Notable single claims in the packet included Calhoun‑Burns & Associates, Inc. for $24,963.33 and Lexipol LLC for $20,200.57.
Personnel items recorded in the minutes included the announced retirement of Supervisor Jerry Birkey effective July 31, 2026; the hiring of Max DeBoer as Maintenance I Truck Driver for Secondary Roads (effective 6‑8‑2026) at $30.51 per hour; and certification‑related pay increases for part‑time and full‑time jail staff, among several seasonal conservation hires with dates and hourly rates listed in the minutes.
On technical operations, IT Director (and Auditor) Sara Sprock reported a radio repeater damaged by lightning and said she would contact ICAP to determine whether the insurer will pay the vendor directly for a replacement.
