Allegheny Township board names 2026 officers, vendors and board members at reorganization meeting

The Allegheny Township Board of Supervisors approved a slate of leadership appointments, professional service contracts and administrative settings at its Jan. 5, 2026 reorganization meeting.

Supervisor Jeff Pollick moved to appoint Supervisor Jamie Morabito as board chairman for the 2026 legislative year; Supervisor Frank Weissert seconded the motion, which the board adopted. The board later approved Pollick as vice chairman in a separate motion.

The meeting—called to order by Township Manager Dan Miller after Judge Chris Schearer administered the oath to Supervisor Frank Weissert—included a brief public-comment period. Ed Newell raised questions about agenda salaries and transparency, and a Mr. Ferguson raised concerns about personnel at the Municipal Authority of Allegheny Township (MAAT); Supervisor Pollick responded with remarks about past supervisor roles on MAAT.

On routine appointments and vendor designations, the board: appointed John Fontaine as township Code Enforcement and Zoning Officer; named Michael Corle Sewage Enforcement Officer and Dave Kapinskis Emergency Management Coordinator; approved Craig H. Alexander, Esquire, as township solicitor at $165 per hour with a $750 monthly retainer; and designated Geary, Loperfito & Generelli, LLC as Zoning Hearing Board solicitor with specified hourly rates. The board also appointed Keith Nicola and Tammy Cappo to terms on the Zoning Hearing Board.

The board accepted the resignation of Frank Arabia from the MAAT, appointed Bob Polcynski to the MAAT for a five-year term (to January 2031) and appointed Phil Coury to a one-year term on the Planning Commission to fill the vacancy created by Supervisor Weissert’s resignation from that board (term to January 2027).

Berkheimer Associates was appointed collector of current and delinquent earned income tax, per capita tax and Local Services Tax; Keystone Collections was named collector of township stormwater fees; and Kati Headley was appointed deputy tax collector as required by Act 164 of 2014.

The board designated Whiskey Acres Animal Rescue & Sanctuary for animal control/dog-catching services, S&T Bank as a township depository and LSSE Engineering as township engineers for 2026. It also set the mileage reimbursement rate at the IRS business rate and approved the township holiday schedule for non-union employees, including additional administrative closures.

The board voted to govern as a committee of the whole rather than appoint supervisor liaisons to departments; authorized attendance by the manager, public works superintendent and board chair at the Pennsylvania State Association of Township Supervisors (PSATS) convention April 19–22, 2026 in Hershey and designated Jamie Morabito as the voting delegate; and directed staff to summarize the appointments in Resolution #01-2026.

The meeting adjourned at 6:30 p.m.; the chairman announced an executive session to follow on personnel matters.
