Ashland reviews procurement: salt contract first reading, insurance premium and uniform rental agreements

On first reading the board authorized the mayor to execute a contract with Morton Salt, Inc. to purchase up to 2,200 tons of treated rock salt at $115.50 per ton for the Division of Streets. The item passed first reading with a motion and second.
Commissioners also took first reading on participation in the Kentucky League of Cities Insurance Services General Insurance Trust for fiscal year 2026'027. Staff noted the property-and-casualty premium in the record as approximately $957,261.42 and said the figure represents an increase (staff described roughly a 14% uptick). Staff also said using the trust saved about $20,000 versus using a local independent agent.
A first reading passed to authorize a two-year contract with Centas Corporation (record spelling) for rental of work uniforms for public-services, utilities, parks, recreation and code-enforcement departments under bids opened on June 4, 2026. During the consent discussion staff explained a co-op salt purchase and storage constraints, noting the city previously took smaller deliveries and is evaluating building a new salt-storage bin when public-service facilities move.
Commissioners asked staff to confirm delivery timing and storage capacity for the salt option; staff said the purchase need not be delivered all at once and that new storage is planned.
