Resident describes repeated homophobic harassment, says police response has been inadequate; council thanks him and pledges follow‑up

Kevin Burch, a Renton homeowner, used the public‑comment period on June 8 to recount ongoing harassment he said he experiences from nearby neighbors, including homophobic slurs and a recent episode in which, he alleged, a neighbor attempted to run him over and threatened to return with a gun.

Burch described the incident in blunt terms, saying that after an attempt to run him over the neighbor exited the vehicle and said, according to Burch, words including “I’ll put a bullet in your head.” He told the council he has reported multiple incidents to Renton Police Department and that officers sometimes appeared to respond in ways he found insufficient; “They have shaken the neighbor's hand, patted him on the back, and said, ‘Free speech,’ ” Burch said.

Mayor Armando Pavone and council members thanked Burch for bringing his experience to the council. Council Member O'Halerin specifically thanked him for speaking so vulnerably and indicated officers present in the chamber could follow up; council members said they take public safety seriously. The meeting record shows no formal motion or vote to direct a particular investigation or policy change during the session.

Burch’s account highlights the tension councilors acknowledged between residents who say they have positive experiences with city services and residents who report problematic interactions with law enforcement. Council members described all such experiences as valid and expressed appreciation for Burch’s willingness to speak at the public meeting.
