Stratmoor Hills board accepts 2023 audit after auditor flags 19 adjustments

Tom Sistare of Hoelting and Company presented the district’s 2023 Independent Auditor’s Report and the Stratmoor Hills Sanitation District Board of Directors voted unanimously to accept the audit and file it with the State Auditor.
Sistare said the audit carried an unmodified (clean) opinion while noting the district’s net position declined by roughly $66,000 from Dec. 31, 2022. He told the board that operating revenues were “essentially unchanged” year over year, while operational expenses increased by about $125,000 and tap fees remained nearly identical.
Sistare flagged the number and size of audit adjustments as his primary concern. “There were 19 audit adjustments needed, including a large bank reconciliation adjustment,” he said, and added that some adjustments from the previous year had not been posted, which increased the scope of corrections this year. He recommended the district consider hiring an accountant to review entries monthly, saying that "internal controls can be a challenge for small districts."
Vice‑President James Pesicka moved to accept the audit as presented and authorize filing with the State Auditor; Secretary/Treasurer John Willcox seconded. The motion carried unanimously, 5‑0.
The acceptance completes the district’s formal audit process for 2023. The board did not set additional deadlines for implementing Sistare’s recommendation; staff indicated they will report back on follow‑up at a future meeting.
