Renton council greenlights grants, contracts and appropriations including EPA award and multiple RCO grant applications

The Renton City Council on June 8 moved through a substantial finance committee package, adopting multiple committee recommendations and passing five resolutions related to grants and planning.
Finance committee reports recommended and the council concurred on a series of items: renewal of property, pollution and cyber insurance for the July 1, 2026–July 1, 2027 policy period (staff to bind coverage through broker Alliant Insurance Services); authorization of a $112,000 professional services agreement for a Renton City Hall roof replacement; and approval of change order No. 4 with DM Pacific for Henry Moses Aquatic Center that includes an additional $859,924.51 in 2025 Washington State sales tax and a requested appropriation of $49,798.89.
Council also approved accepting a U.S. Environmental Protection Agency community grant of $959,752 to fund design work for the Panther Creek Culvert Replacement at Talbert Road and authorized a $239,938 appropriation from the surface‑water utility fund balance to support the project. The council accepted a Culture Sustained Support award of $44,000 per year for 2026 and 2027 for the Paint With Purpose public‑art initiative and moved to seek state RCO grants: a $1.5 million application for Liberty Park North athletic field renovation, a $500,000 local parks application for Cleveland Richardson Park development and a $500,000 Aquatic Lands Enhancement Account application for Koulon Swim Beach restoration.
The council also authorized an agreement with Epic Productions for police recruitment using Criminal Justice Training Commission grant funds in the amount of $321,000, and concurred with approvals for accounts payable and payroll vouchers that included $19,581,146.19 in council payables and $4,648,279.96 in payroll disbursements for the listed pay periods.
Each recommendation from the finance and planning & development committees was read into the record and adopted by voice vote; several items were presented as resolutions (4585–4589) and carried. Council members emphasized investments in parks and public places as part of the reasoning for grant applications and appropriations.
According to staff remarks in the meeting, the city’s lines of coverage go out to bid each year and rates are determined by market conditions and loss history; if approved, insurance policies will be bound by July 1.
