Board grants Purcell extension, accepts Weld Energy Center collateral and approves temporary road closure

At its June 10 meeting, the Weld County Board approved several planning and transportation items:
• Extension for USR25‑0022 (Purcell): Angela Snyder (Planning Services) explained that Scott and Maryanne Purcell requested additional time to record their final site plan map. Staff supported the request, noting property purchase history and unpermitted structures that required remediation. The board approved an extension to March 19, 2027, amending a draft resolution that initially referenced September 18, 2026.
• Acceptance of project collateral for USR25‑000018 (Weld Energy Center LLC): Jasmine Trier Martinez asked the board to accept project collateral in the amount of $116,668.75 in the form of a performance bond guaranteed by U.S. Hermes North America Insurance Company; commissioners approved contract ID 10728 and authorized the chair to sign.
• Temporary closure of County Road 31 (North 59th Avenue): Amy Muchie (Public Works) reported that Martin Marietta Materials and the City of Greeley requested the closure begin June 10 due to accelerated roundabout construction; the closure will retain its original end date. "They would like to move this closure to begin today on June 10th," Muchie said. The board approved the revised closure resolution.
Each item was approved by motion during the planning section of the agenda. The board did not request additional fiscal detail for the bond beyond the amount or a revised construction schedule for the road closure during the meeting record.
Next steps: Planning and Public Works staff will process the recording extension, finalize the collateral acceptance paperwork, and implement traffic notices and closure logistics with project partners.
