Committee unanimously recommends council accept final plat for The Reserves at Cliff Oak Phase Three

Councilwoman Lynn Snee said the Troy Community and Economic Development Committee met June 8 to consider whether to recommend that City Council accept the Troy Planning Commission's approval of the final plat for The Reserves at Cliff Oak subdivision, Phase Three, and to accept dedication of associated right-of-way.

Mr. Tedington presented the proposal, saying it is the third of four phases and noting that "this is the final plat of phase three which is the the final approval before they can move forward." He told the committee the phase contains 34 lots and falls within R4 residential zoning; he also said the planning commission unanimously recommended approval on May 27, 2024. He added the applicant is not requesting emergency legislation.

Committee members asked clarifying questions. One member asked whether homes in Phases One and Two are selling; Mr. Tedington said his understanding is that they are and explained that developers commonly wait until a percentage of lots is built before financing subsequent phases. Another member asked about park space; Mr. Tedington said the filing and the meeting memo show private open space that was approved by the park board and planning commission and that the open space will be maintained by a homeowners association created with the subdivision.

After the presentation and questions, the committee moved to proceed. The committee voted unanimously to recommend that City Council accept the Troy Planning Commission's recommendation on the Phase Three final plat and the dedication of right-of-way. The committee recorded no emergency action and adjourned with no other business.

The recommendation now goes to the City Council for final consideration and any formal acceptance or recording of the plat.
