The committee unanimously adopted a new investment inquiry policy intended to provide a clear, consistent process for evaluating investment suggestions that come from outside the plan, including faith‑based or values‑aligned proposals.
Mary Anne Bussey, special assistant attorney general to WA529, described the three-stage process staff will follow: an initial review to screen for conflicts and completeness, a needs assessment that checks statutory and policy fit and whether the idea adds value, and a multi‑step detailed analysis (including manager review, quantitative and qualitative due diligence, and program‑impact assessment) if the proposal passes the first two steps. "The policy is designed to be consistent, transparent, and make strong decisions based on the needs of plan participants," Bussey said.
Committee discussion included a question about how the policy will interact with changes to statute or the investment policy statement; Bussey said staff would update this policy to reflect statutory changes as needed. Chris asked whether the policy would require updates if RCWs or investment policies change; Bussey confirmed staff would track and revise accordingly.
A motion to adopt the investment inquiry policy was moved and seconded; the committee approved the policy by voice vote.
