1) Approval of minutes: Motion by Rick Ludwick, seconded by Lib Rood, to approve the Nov. 8, 2025 minutes; result: approved 4-0.
2) Bike-Ped Policy letter on handheld speed cameras: Motion to approve the proposed letter (attachments: Assistant Attorney General memo and a sample camera brochure with price) was moved by Rick Ludwick and seconded by Lib Rood; result: approved 4-0. The minutes show discussion but do not record any directive to implement a pilot or funding.
3) Monocacy trail alignment: Motion by Rick Ludwick, seconded by Lib Rood, to recommend alignment 2 for the Monocacy Station to Monocacy Battlefield trail; result: approved 4-0. Staff indicated no letter was required.
4) Amendments to Rules of Procedure: Motion by Lib Rood, seconded by Rick Ludwick, to approve the proposed amendments to the Rules of Procedure; result: approved 4-0.
Meeting adjourned at 6:30 p.m. due to loss of quorum after one member left; the minutes were prepared by Noah Fossick, AICP, BPAC staff liaison.
