The Bolton Planning & Zoning Commission unanimously approved a one‑lot subdivision application Sept. 9 for CARMA LLC at 12 Webster Lane (application #PL‑20‑11) with seven conditions intended to bring the plan into compliance with Bolton subdivision regulations. Conditions include obtaining similar approval from the Andover Planning & Zoning Commission and adding that approval to the plan before recording; recordation in the Bolton Land Records; a fee in lieu of open space equal to 10% of the appraised value of the pre‑subdivided parcel prorated by acreage in Bolton (to be divided 50% for each lot and secured by liens); compliance with Health District and Town Engineer comments; required professional seals and signatures on plans; and authorization for the Bolton ZEO to approve minor changes resulting from Andover that do not affect Bolton’s interests. The motion to approve passed unanimously, 7–0–0.
Gerald Hardisty spoke for the applicant and told the commission appraisals have been difficult to schedule; he agreed to provide three new appraiser names. Town Engineer Joe Dillon had reviewed and approved the plans. Commissioners noted that the precise Bolton versus Andover acreage split is needed to calculate the fee in lieu of open space once an appraisal is completed.
The commission also set a public hearing for Oct. 14, 2020, at 7:45 p.m. (Town Hall or remote via Zoom) on a Special Permit Application (#PL‑20‑12) for a proposed garage/office building and excavation business with equipment storage and material processing areas at 1 Notch Rd., filed by William Phillips. Andrew Bushnell of Bushnell Associates said the applicant and town engineer had worked through access sight‑line and septic issues, wetlands approval was in hand, and the plan would be submitted to the Health Department for review. The hearing date was set by unanimous motion, 7–0–0.
No other correspondence or public comments were received, and the commission adjourned at 9:06 p.m.
