Finance Manager Kami Fassbender told the Board that the county has used BS&A modules in various functions since 2002 (utility billing) and 2007 (property), with financial and personnel management added in 2014. She said BS&A released a cloud-based solution in 2021 and will announce an end-of-life for its on-premises .NET platform within the next five years. Fassbender said cloud migration is expected to deliver workflow efficiencies, integrated databases for county and health-department financial records, two-region geo-redundant backups on Microsoft Azure, two-factor authentication and other cybersecurity features.
The vendor quote summarized in the packet lists an annual cost for all modules of $189,520 and implementation/upfront costs of about $205,665, with an implementation timeline of six to 12 months depending on complexity. The county currently pays approximately $70,000 annually for the .NET-hosted modules. The Board approved the “Software and Services for BS&A Cloud” proposal dated March 11, 2026, pending legal review, and agreed to fund the one-time migration costs from reserves (motion by Comm. Benzie; second Comm. LaLonde). The motion passed 6-0.
Fassbender said the Finance Department will coordinate a migration plan with county departments if the Board authorizes the purchase and that the FY2027 annual cost will be funded from the county’s Tech Fund.
