Englewood SID taps reserves for downtown streetscape; council sets public hearing on FY2027 budget

The Englewood Special Improvement District (SID) told the City Council on June 9 that it will present a FY2027 budget of $250,000 funded by the SID tax collection and use $150,000 in capital reserves to pay for the first phase of a downtown common‑area streetscape project.
"This year we're tapping into our capital reserves in the amount of $150,000 to pay for the first phase of the downtown common area street improvement program," said Albert Croll, SID president, who noted the $250,000 tax assessment has not changed in more than 14 years.
Jaci, the SID executive director, detailed the district’s ongoing programs: daily litter patrol Monday through Friday on the Palisade Avenue corridor coordinated with city street sweeping, bus‑stop cleaning and window maintenance, seasonal decorations, planter and landscape maintenance, sidewalk cleaning and power‑washing phases, and a growing social media presence. She said delivery delays mean benches, bike racks and planters are expected in August ahead of fall plantings.
Council members asked about signage for the public garage and for notice to residents about any new parking enforcement tied to sweeping. City Manager Robert S. Hoffman said the city plans an educational outreach period and that a public hearing and adoption of the SID budget will occur at the July 13 meeting.
Council moved and seconded to introduce Resolution 155 approving the introduction of the SID FY2027 budget; the roll call recorded unanimous 'yes' votes by Councilwoman David, Councilman Wilson, Councilwoman Wasadski and Council President Rosenwagen.
Speakers during the SID presentation discussed storefront façade improvements and potential grant opportunities; Hoffman said the Department of Community Affairs offers façade grants with application deadlines later in the year and that the city can circulate information to property owners.
The SID emphasized its role as a conduit between property owners, businesses and the city on events and infrastructure projects. The public hearing and adoption of the SID budget is scheduled for July 13, 2026.
