The Ocean View School District Board of Trustees voted unanimously on June 10 to start a provisional appointment process to fill a recently vacated board seat and to set a timetable for applications and interviews.
President Gina Clayton Tarbon opened the special meeting and introduced a motion to adopt a resolution establishing the provisional-appointment procedure. The district superintendent explained that, if the board approves the resolution, staff will post the application and exhibit materials on the Ocean View School District website and distribute them through ParentSquare beginning the next day.
The superintendent said the candidate application uses the same eight-question form and demographic section the board used in 2018. The packet and exhibit A, the superintendent said, show the draft process and will be finalized after the board's edits. "These are the same questions that were used back in 2018," the superintendent said, describing the form as legally compliant and sufficient for a provisional appointment.
Why it matters: The board moved quickly because it must approve the district's 2026-27 budget and Local Control and Accountability Plan at its June 23 meeting. Trustees said they wanted any provisional appointee ready to be sworn in at the June 23 session if the board selects a candidate at a special meeting beforehand.
Key steps and timeline: Trustees agreed staff would post the agenda item and application materials the morning after the June 10 meeting. After debate over several deadline options, the board settled on an application window that closes on the Wednesday before the special meeting at 5:00 p.m., to give staff time to prepare candidate materials. The trustees also confirmed a special board meeting at 4:00 p.m. on the Monday immediately preceding the regularly scheduled June 23 meeting for interviews and selection.
Eligibility and format: Trustees said the application is open to any person who meets state and district requirements for holding office: a registered voter at least 18 years old who resides within the Ocean View School District in Orange County, California. Board members said they prefer using the streamlined questionnaire rather than a longer application requiring a resume or letters of recommendation so the process remains open and avoids becoming a partisan contest. "I don't want it to become a political issue," said Trustee G, arguing for a simple questionnaire that welcomes all eligible residents.
Interview process: Multiple trustees urged that all eligible applicants be interviewed before the full board rather than screened by a smaller subcommittee. Trustees said a full-board interview process is more transparent and gives every candidate the same opportunity to present themselves before a decision.
Vote and next steps: After staff agreed to revise timings in the resolution and finalize the posting, the board voted to adopt the resolution. The motion carried unanimously; trustees recorded present for the vote were Trustee G, Vice President Singer, Trustee West Morland and President Gina Clayton Tarbon. The board instructed staff to post the materials and to circulate received applications to trustees in advance of the special meeting. The board adjourned at 6:01 p.m.
What happens next: Staff will post the application materials on the Ocean View School District website and via ParentSquare, log incoming applications, forward materials to trustees, and prepare the agenda for the special meeting to interview candidates.
