ARB clears New Albany Elementary School design with conditions on elevations and landscaping

The New Albany Architectural Review Board on Sept. 8 voted to approve a certificate of appropriateness for ARB 54‑2025, a proposed two‑story New Albany Elementary School for kindergarten through second grade, subject to conditions on landscaping, screening, bicycle parking and final exterior detailing.
Staff described the site north of Fodor Road as two properties that include ball fields to be removed, and said the plan meets urban center code requirements while avoiding wetlands and preserving wooded areas. The proposed school includes about 62 classrooms, 176 daily parking spaces and 24 additional spaces for special events, and staff recommended eight bicycle hitches and additional planting and screening details be added to the site plan.
Vicky Newell of Shore Architects presented elevations, a gated bus/service drive, a screened mechanical well, an outdoor covered learning courtyard and a materials palette of brick veneer, cast stone and charcoal shingles. Board architects raised detailed comments on fenestration proportions, jack arches, sills, banding, cupola and roof massing; they asked that several architectural details be refined to align with New Albany’s classical/Georgian character.
To allow the project to move forward with site work and permitting, the board conditioned approval on the staff landscaping items, inclusion of the eight bicycle hitches, signage consistent with existing school facilities, and a commitment that exterior elevations and roof plans be reconsidered and returned to the ARB for final sign‑off. The motion to approve, moved by Board member (speaker 4) and seconded by Board member (speaker 6), passed with six votes in favor.
Board members emphasized that the required design refinements were principally detailing and would not change the building footprint or overall site layout; the applicant agreed to return with revised details and staff said final permitting into the building phase would be withheld until the ARB signed off on final architectural elements.
The board recorded the approval with the stated conditions and directed staff and the applicant to coordinate the next ARB review and final submittal.
