Fountain Inn renews cooperative agreement with Greenville County to retain CDBG/HOME participation

The Fountain Inn City Council on June 11 authorized a cooperative agreement with the Greenville County Redevelopment Authority (GC) to retain the city's participation in the county's urban-county allocation of HUD CDBG and HOME funds for fiscal years 2027 through 2029, with an auto-renewal provision for 2030 through 2032.
Mr. Bell explained that municipalities participating in the county's urban-county program receive formula CDBG/HOME funds without competing for state grants. He said the funds flow from Congress to Greenville County and then directly to participating municipalities; unused funds roll over. The alternative is for the city to apply competitively through the state. Council approved Resolution 2026-04 by voice vote.
Council members cited successful projects funded through the county program, including park restrooms, as examples of the agreement's benefits.
