A council member moved and a second was recorded to direct the city attorney to immediately retain independent outside counsel to conduct the expedited ethics investigation. The motion was called for a vote; following the vote, council entered a closed session under North Carolina statute sections 143‑318.11(A1), (A3) and (A6).
