Salem Township board votes 2-1 to advertise bids for 2024 road paving, specifies 9.5MM wearing course

The Salem Township Board of Supervisors voted 2-1 on June 27 to advertise bids for the township’s 2024 Road Paving Project after settling on material specifications and milling plans.
Supervisor Ken Trumbetta moved to advertise the work with a 9.5MM wearing course and a 19MM binder and to combine material and installation in the bids; Supervisor Kerry Jobe seconded the motion. Supervisor Bob Zundel opposed the motion. The motion passed with Trumbetta and Jobe voting in favor and Zundel voting no.
The vote followed discussion about a withdrawn motion at the board’s June 19 meeting that had been pulled because of concerns over material specifications. The board noted that the township has historically used a 9.5MM wearing course rather than 19MM for wearing surface. Supervisors discussed practical issues with late-season bidding, including limited availability of contractors to perform milling. The board agreed that Forbes Road would be milled as part of the project and Rosewood would not.
The board instructed the roadmasters and the township engineer to calculate exact tonnage and depth requirements for each course. The minutes record that Brandon Firestone, a representative associated with Liquid Fuels, will be consulted if the board proceeds with advertising the project as a formal Liquid Fuels project and may handle the advertising and bid receipt/opening timeline.
The board also discussed that combining materials and installation in one bid can be less expensive but sometimes causes problems when a contractor will not install material supplied by another firm. The minutes note that bids may be accepted that cover only Forbes Road or only Rosewood if contractors submit partial bids.
No dollar amounts, specific bid receipt/opening dates or contractor names were recorded in the minutes; the exact tonnage and schedule were left to the roadmasters, the engineer and to any coordination with Liquid Fuels staff.
The board adjourned at 9:02 a.m. and set its next regular meeting for July 17, 2024, at 7:00 p.m. at the Salem Township Municipal Building. Additional meetings may be scheduled to receive and open bids for the project.
