Carroll County to apply for regional TLC grant to design Old Westminster Pike bike and shared‑use path

Carroll County’s Comprehensive Planning division won unanimous approval on June 11 to submit an application for the FY27 Transportation and Land Use Connections (TLC) grant program to fund preliminary design (up to 30%) for bicycle and pedestrian improvements in the Finksburg Sustainable Community Area.
Planner Ethan Strickler told the commissioners the county previously received an $80,000 TLC award for a feasibility study, which identified four major bike/ped concepts and prioritized a shared‑use path along Old Westminster Pike as the most achievable next step because the right‑of‑way ownership is largely county controlled. “Our application will focus on preliminary design for the shared‑use path and consider potential sidewalks on county roads such as Cedarhurst and Old Gamber Road,” Strickler said.
Why it matters: The design work aims to close gaps identified by residents who currently walk along Old Westminster Pike without a separated path. The planned path is approximately seven feet wide with a three‑foot buffer from the roadway, and preliminary design will explore right‑of‑way, utility and stormwater constraints so the project is more competitive for construction funding.
The board approved staff to submit and, if awarded, accept the FY27 TLC grant. Staff said no local match is required for the preliminary design award and that the Baltimore Regional Transportation Board/ Metropolitan Planning Organization will manage consultant contracts if the county is selected.
What’s next: Staff will finalize the grant submission before the June 17 deadline and expects the preliminary design to include public outreach required by the TLC program.
