Auburndale adopts ordinance creating Gapway Lakes Community Development District

The City of Auburndale Commission on May 18 unanimously approved Ordinance No. 1850 to establish the Gapway Lakes Community Development District (CDD), authorizing a locally governed special district to finance and manage infrastructure for a proposed subdivision north of Gapway Road and south of Lake Juliana.
Under the ordinance, the Gapway Lakes CDD would cover approximately 68.68 acres and be governed by a five‑member Board of Supervisors. City Manager Jeffrey Brown and staff told the Commission the district is proposed to finance, construct and install improvements in multiple phases over an estimated 14‑month period, including stormwater facilities, roadway improvements, water and sewer, lighting (including solar energy), landscaping, irrigation, amenities, professional services, and certain off‑site improvements.
City Attorney Frederick J. Murphy Jr. read Ordinance No. 1850 by title as required; staff said the ordinance and petition were prepared by the applicant's attorney and reviewed by city staff. City Manager Brown said the petitioner published required public notice for four consecutive weeks and that the City would not have any obligation to accept ownership or maintenance of improvements if the district were terminated without the City's express written consent.
Commissioner Crystal Tijerina moved to approve Ordinance No. 1850 on second and final reading; Vice Mayor Jordan Helms seconded. The applicant confirmed submission of additional materials in response to staff inquiries. The motion passed with all ayes (4‑0; Mayor Alex Cam, Vice Mayor Jordan Helms, Commissioner Sean Levy, Commissioner Crystal Tijerina present; Commissioner Travis Avery absent).
City staff told the Commission there is no direct financial impact to the City from establishing the CDD; once the district forms and development proceeds the City will receive the district's annual budget and meeting schedule. The ordinance takes effect as provided in its text; staff will monitor required filings and any future requests tied to the CDD.
