Kiowa trustees adopt ordinances on gray‑water, Main Street funding and park alcohol rules; approve grant applications

Ordinance 12 (Series 2025) codifies the town’s decision to opt out of permitting gray‑water treatment facilities in town limits. Staff explained a recent change in Colorado law makes gray‑water permitted by default unless a municipality adopts an ordinance to prohibit it; the board’s ordinance preserves the town’s prior practice and avoids the administrative overhead of permitting treatment facilities.
Ordinance 13 (Series 2025) authorizes a $30,000 gift to Kiowa Main Street. Trustees noted the appropriation was already included in the 2026 budget and that the town charter requires an ordinance to record such gifts; the ordinance specifies the gift will not be disbursed until the funds are budgeted and appropriated in 2026.
Ordinance 14 (Series 2025) revises the town’s special‑event code to allow Kiowa Main Street and other organizers to seek a special‑event liquor permit for municipal parks for beer and wine (hard liquor excluded). The ordinance requires organizers to apply for an event permit, comply with tip/age‑verification rules, and coordinate with law enforcement as needed. Trustees discussed whether the sheriff would help monitor events and noted the ordinance covers permitting only; actual operations would follow best practices and require event‑specific approvals.
Separately, the board adopted Resolution 16 authorizing the town to submit a Rural Economic Development Initiative grant application to the Colorado Department of Local Affairs to support a facade and sign improvement program for Kiowa Main Street. The board also adopted Resolution 17 supporting submission of a parks improvement grant concept paper (concept due Jan. 15; full application if invited in March). Staff said the Main Street application was submitted and the parks concept paper timeline would lead to a fuller application if the town is invited to apply.
