Bardstown council approves multiple infrastructure contracts, change orders and adopts federal procurement policy

The Bardstown City Council approved several project contracts and financial adjustments and adopted a federal procurement ordinance at its Feb. 11, 2025 regular meeting.
Councilman David Dones moved to approve Amendment No. 1 to the engineering agreement for the Gunning Pump Station replacement project in the amount of $97,500. Councilman Bill Sheckles seconded the motion; the council voted 5-0 to approve the amendment.
Councilman Bill Sheckles moved to accept the bid tabulation and award the bid amounts for bulk chemicals used by the city’s water and wastewater plants. Councilman Roland E. Williams seconded and the motion carried 5-0.
Councilman Joe Buckman moved to approve a sewer service request submitted by Buzick Construction for a 0.59-acre corner lot at Washington Avenue and Bloomfield Road. Councilman Franklin Hibbs IV seconded; the motion carried 5-0.
Councilman David Dones moved to approve the final adjusting change order for the Ashton Park lift station upgrade in the amount of $3,850. Councilman Roland E. Williams seconded and the motion carried 5-0.
The council approved the minutes of the Jan. 28, 2025 regular meeting by unanimous consent.
On a second reading, City Administrator Aaron Boles summarized Ordinance B2025-02, which adopts federal procurement standards to ensure compliance with the Uniform Guidance (Title 2, Part 200) when the city accepts federal funds. Councilman Franklin Hibbs IV moved to adopt the ordinance; Councilman Joe Buckman seconded. A roll call produced five aye votes, and Mayor J. Richard Heaton declared Ordinance B2025-02 adopted. The ordinance will be recorded in Ordinance Book No. 11.
The meeting adjourned at 6:49 p.m. after a 5-0 vote on a motion to adjourn by Councilman Joe Buckman, seconded by Councilman Bill Sheckles.
