Planning commission approves Four Corners area plan and traffic signal interconnect for CIP

The Newark Planning Commission on June 9 voted to find the Four Corners area plan and a related traffic signal interconnect project in the 2026'031 Capital Improvement Plan to be in conformance with the general plan. The motion passed by unanimous vote.
Public Works Director Howard Young described the signal interconnect as a coordination project that will link signals from Highway 84 down New Era Boulevard to Thornton Avenue and north/south through Cherry to reduce stop-and-go traffic across the Four Corners shopping area.
A commissioner said coordinating signals would reduce repeated stopping along Thornton Avenue. Young confirmed the project would "coordinate all of them," meaning the corridor of signals described would be synchronized to improve traffic flow.
Staff also said the Four Corners area plan update is a special study tied to the adopted housing element and intended to evaluate a mix of commercial and residential uses and how the area could connect to the planned Ardenwood Park and Ride transit station. Staff reported they are near signing a consultant contract to begin the plan and that the update will include a large community input process; the project has been programmed into the CIP booklet for future work.
The commission's motion to find the Four Corners area plan and traffic signal interconnect projects in conformance with the general plan was seconded by Commissioner Egler and carried with three affirmative votes. The matter will be forwarded to the City Council for consideration alongside other CIP items.
