Brown County commissioners approved a temporary special event alcohol license for the Richmond Lake Association and voted to move the event’s fireworks back to the Edwards Preserve on motions carried by voice vote.
At the meeting the commission read a public hearing notice for the Richmond Lake Association’s temporary alcohol license application, citing South Dakota Codified Laws §35-2. The notice said the Fourth of July celebration is planned for July 3, 2026, at the Richmond Pavilion and that the temporary special event license would be effective July 3, 2026.
Following the hearing notice, a motion to approve the temporary alcohol license was made, seconded and carried by voice vote. Commissioners also acknowledged concerns raised by residents about an earlier-requested fireworks location near a highway area and approved moving the fireworks back to the Edwards Preserve, the location used historically by the association.
Both approvals were procedural voice votes recorded on the meeting record as "motion carries." The transcript does not record roll-call tallies or the individual votes of commissioners; the minutes show only the motions and that they passed.
What happens next: the Richmond Lake Association’s event is scheduled for July 3, 2026, under the temporary license approved by the commission. Any further permits or safety conditions required by county or state code were not discussed in detail during the meeting.
