Greenbelt council accepts EPA‑funded flood resiliency plan, eyes green and gray infrastructure mix

Greenbelt’s City Council voted to accept an EPA‑funded community flood resiliency plan from consultants at Limnotech after a presentation that combined citizen input, hydraulic modeling and surface (“blue‑spot”) analysis.
The plan, presented by Kevin Carpenter Driscoll and Limnotech team members “Brad” and “Anuk,” focuses on central historic Greenbelt and identifies streets and parts of the stormwater conveyance system that are near or over capacity during intense storms. “We used elevation and sewer survey data to develop a flood model that could identify parts of Greenbelt’s stormwater conveyance system that don't have adequate capacity,” the consultants told the council during their presentation.
The consultant team compared a July 19, 2025 event to a NOAA five‑year design storm and found broadly similar inundation outcomes; they also ran a blue‑spot surface flow analysis to complement pipe modeling. Limnotech recommended combining traditional “gray” measures — upsized pipes, additional inlets and buried detention — with “green” measures such as bioretention (rain gardens), permeable pavement, green roofs and rooftop disconnection. The presenters emphasized tradeoffs: gray options are proven but costly and disruptive; green options provide water‑quality and co‑benefits like pollinator habitat and urban cooling.
“Gray infrastructure is relatively low maintenance but expensive and disruptive; green infrastructure provides multiple benefits including water‑quality improvements,” Brad said during the Q&A. The presenters also urged continued community data collection — localized rain gauges, citizen photo/video reporting and curated anecdotal observations — to improve model calibration for future planning.
Council members asked practical implementation questions about partnering with GHI and homeowners associations, county responsibilities for channel repairs, and how to fund projects. Limnotech noted potential federal, state, county and nonprofit grant sources (for example, National Fish and Wildlife Foundation and Chesapeake Bay Program) and recommended next steps: targeted design and engineering, potential extension of the analysis to East and West Greenbelt, and further study of Greenbelt Lake as a management option.
After Q&A, Councilmember Pompey moved to accept the Limnotech final report; the motion was seconded and carried. The acceptance does not itself authorize construction work; consultants and staff said follow‑up design, permitting, and funding steps would be required before any capital contracts. Councilmembers and staff said the plan provides a roadmap for seeking grants and prioritizing lower‑cost, community‑friendly green projects where feasible.
The report and its maps are intended as tools for long‑term capital planning and grant applications; the consultants recommended keeping a community reporting repository and installing local gauges to improve calibration and targeted interventions.
