Planning commission approves 21-slip Sierra Drive mobile home park, urges extra egress for safety

The Taylor Planning & Zoning Commission on March 12 approved a conditional use permit for a 21-slip mobile home park on a parcel on Sierra Drive, while recommending the developer add a second ingress/egress to address traffic and fire-safety concerns.
The proposal, for parcel #202-23-063A, would provide 21 slips plus one additional pad for water detention. The developer said it expects to supply roughly half the homes and allow residents to place their own single- and double-wide units on the remaining pads. Water service would be provided by the Town of Taylor and sewer service by Snowflake. One fire hydrant is currently on site and the developer expects to install a second.
Neighbors spoke during the public hearing and expressed concerns about increased traffic and the safety implications of having only one point of egress from the site. Commissioners flagged egress as a particular concern; they cited the International Fire Code requirement that two ingress/egress routes are needed when the number of residents reaches 30 or more. Commission members noted that the proposed park, as configured, would allow for some future growth on the street before that threshold is reached.
Commissioner Don Shumway moved to approve the conditional use permit with a strong recommendation that the developer provide an additional ingress/egress; Commissioner Douglass Reeder seconded. The motion carried 5-0, with Commissioners Jack Babb, Don Shumway, Kristin Hargrave, John Williams and Douglass Reeder voting in favor.
The park will have to comply with subdivision rules, including construction of a surrounding fence or wall, and with the conditions discussed at the hearing. The commission did not specify an enforcement timetable; the developer will be expected to meet applicable building, subdivision and fire-code requirements before final approvals and permits are issued.
The commission adjourned the meeting at 7:52 p.m.
