Attorney Ms. Gerber presented SK-04-2025 on May 13 on behalf of PSDC/Malvern 1, LLC, seeking amendments to the Subdivision and Land Development Ordinance and the Zoning Ordinance to update GVR (Great Valley Revitalization) overlay design guidelines and to add a requirement that multifamily residential developments of 100 or more units include a minimum of 30% designated workforce housing under §200-13.1.
Ms. Gerber described the properties by address and UPI numbers and framed the petition as an amendment to apply to properties within the Office/Business Park Zoning District. The applicant requested the Board consider the petition and associated sketch plan for Phase 3 of the Great Valley Corporate Center redevelopment.
Residents spoke during the item. Richard Wall and Meghan Reece expressed concern about adding housing to areas they described as already straining schools and diminishing open space. Mr. Wall urged that the Township prioritize residential and open-space uses and questioned whether updated development plans from Sentinel and Green Fig had been adequately reviewed.
Chair Scott Lambert disclosed there is a pending transaction that could affect some aspects of the matter and said he intended to abstain on a vote; Mr. Fixler responded that, given the Chair’s intended abstention, the Board would hold off on taking a vote. No motion to amend or approve the petitions was adopted at the meeting.
Next steps: the Board did not vote on the petition; additional information on the pending transaction and further review of the petition are expected before the Board takes action.
