St. Anthony previews Village Marketplace renovation; staff preparing for municipal cannabis dispensary licensure

City staff presented an update May 26 on renovations and branding for the Village Marketplace and a planned municipal cannabis dispensary.

Retail Operations Manager David Anglum and Assistant Retail Operations Manager Jacqara Jackson summarized design work, staffing and community engagement plans. Jackson told the council she is establishing relationships with potential vendors and is focused on using local suppliers where feasible. She said staff expect to be fully operational after passing required inspections and securing a city-issued cannabis license; finishing construction, submitting final plans and conducting site inspections remain prerequisites.

Councilmembers praised the new hires and the presentation. Councilmember Jan Jenson asked whether a supplier had been identified; Jackson said staff are reaching out to smaller local operations and that the market currently offers limited supplier options. Councilmember Lona Doolan and Councilmember Nadia Elnagdy both expressed support for the hires and the project. Mayor Webster said municipal retail goals include offering a quality product, preventing sales to minors and returning excess revenue to the city; she also framed the dispensary as an educational opportunity to reduce stigma.

Jackson noted compliance requirements for cannabis retail—security systems, standard operating procedures and strict ID-checking—and said staff are confident they will meet inspection standards. No license was issued at the May 26 meeting and council action on licensing was not recorded; staff will return with inspections and final approvals before sales begin.

The presentation included store blueprints, proposed community engagement events and projected timelines; specific grand opening dates were not finalized in the meeting materials.
