Stratmoor Hills Water District board sets 2025 schedule, approves election resolutions and contracts; defers rate decision

At its Jan. 15 meeting the Stratmoor Hills Water District board unanimously approved the district’s 2025 meeting schedule and official posting places, adopted two election resolutions for the May 6, 2025 election, authorized audit and engineering services contracts, approved policy manual revisions and accepted year‑end finances; the board deferred any water‑rate increase until the Oct. 1 budget workshop.
President Robert Colgrove called the Stratmoor Hills Water District Board of Directors to order at 4:28 p.m. on Jan. 15, 2025. Vice‑President James Pesicka, Secretary/Treasurer John Willcox and Director Richard Dull were present; Director Cindy Dent was absent.
The board unanimously approved the Dec. 11, 2024 minutes and the meeting agenda after motions from Director James Pesicka with seconds by Director John Willcox. During the public‑comment period, member of the public Sean Bolduc thanked the board for its service and praised the meeting’s professionalism and adherence to rules of order.
District Manager Kirk Medina presented a slate of routine business and proposed actions. The board designated the Stratmoor Hills Fire Department, 2160 B Street in El Paso County, as the primary meeting location for regular meetings on the third Wednesday of each month at 3:00 p.m. (the December meeting was set for Dec. 10, 2025). The annual budget workshop was scheduled for Oct. 1, 2025. Director Pesicka moved to adopt the meeting schedule and posting locations; Director Willcox seconded and the motion passed 4–0.
The board authorized Hoelting & Company to perform the district’s 2024 audit after reviewing an engagement letter; the contract cost was reported to be below the budgeted amount for 2025. The board also approved an engineering services agreement with Forsgren Associates for tank recoating work. Both motions were moved by Director Pesicka, seconded by Director Willcox and approved unanimously.
On election business the board adopted Resolution No. 2025‑01 to appoint Shana Greer as the district’s Designated Election Official should the district manager retire before the May 6, 2025 election. The board also adopted Resolution No. 2025‑02 to hold a regular election on May 6, 2025 to elect two directors to four‑year terms. Both resolutions passed 4–0.
The board discussed a previously considered water rate and fee increase and chose to defer any decision until the Oct. 1, 2025 budget workshop; if approved then, the board indicated a new rate would take effect Feb. 1, 2026.
The district manager reviewed proposed revisions to the Water District Board Policy Manual (last updated in 2021). The board approved the revisions unanimously.
In the manager’s report Medina said the district averaged about 321,000 gallons per day of treatment using Well 10 during the month. He reported a minor vehicle accident involving an operator and said the district had received a claim letter that has been forwarded to attorney Andrew Swan for follow up. Superintendent Nancy Lee Watkins reported she has submitted much of the documentation needed for a Colorado Department of Public Health and Environment (CDPHE) sanitary survey scheduled for Feb. 11, 2025, and responded to inquiries about the Venture at Venetucci development west of Sam’s Club; Medina noted that connection fees from that project will benefit the district.
The board received the December year‑end financial report: water assessment revenues were slightly over the budgeted expectation but overall revenues closed at 79% of budget while expenditures were 72% of budget, leaving net income of -$37,205 for the year. Director Pesicka moved to accept the December financial report; Director Willcox seconded and the motion passed unanimously.
District Manager Medina also updated the board on recruitment for his replacement, saying three requests for the application and one completed application were received in the first week of posting and that interviews were tentatively planned for March 5, 2025.
With no further business, Director Pesicka moved to adjourn at 5:12 p.m.; Director Willcox seconded and the motion passed 4–0.
Next steps: the district will post required notices at the Stratmoor Hills Fire Department, the district office (1811 B Street) and Stratmoor Hills Elementary School (200 Loomis Avenue); the CDPHE sanitary survey remains scheduled for Feb. 11, 2025 and the May 6, 2025 election will proceed under the newly adopted resolutions.
