Pembroke board adopts financial policies, spill plan and $215,281 in 2024 budget amendments

The Pembroke Town Board voted unanimously on Feb. 13 to adopt several financial controls and policy updates and to approve wide-ranging 2024 budget amendments.
Supervisor Thomas Schneider said auditors from Drescher & Malecki recommended the Bank Reconciliation Policy and a Journal Entry Policy, both of which the board adopted immediately. The board also approved a Spill Prevention and Control Plan required for insurance coverage of the town’s fuel tanks.
The package of fiscal changes included Resolution #11, which authorizes 2024 budget amendments moving a total of $215,281 within the A Fund and additional adjustments in B, DA and DB funds. The resolution lists multiple line-item increases funded from the unassigned fund balance and passed on a unanimous (5-0) vote.
Councilwoman Kathleen Manne moved the payment of Abstract #3 of 2025 and related routine operating disbursements; Councilman Edward G. Arnold Jr. seconded the motion and the board approved it unanimously. Manne also seconded the Bank Reconciliation Policy adoption, which Councilman Arnold moved; Supervisor Schneider moved the Journal Entry Policy with Manne seconding. All votes were recorded as ayes by Arnold, Manne, Dix, Conti and Schneider.
Board members said the measures respond to auditor recommendations and insurer requirements and will take effect immediately. The minutes note auditors were on site recently to review records and recommended the policies and the budget transfers now approved.
The board did not record any dissenting remarks and scheduled no additional public hearings tied to these actions. The resolutions and the full list of line-item transfers are recorded in the meeting minutes.
