The Kingman Planning & Zoning Commission on June 10 voted to recommend approval of CUP26‑00001, a conditional use permit for a three‑story, 115,200‑square‑foot climate‑controlled self‑storage facility on 1.79 acres west of East Andy Divine and north of Horizon Boulevard in the C3 commercial services zone.
Planner Heather Rasmmanson presented the application and told the commission the building footprint would total about 38,000 square feet with a total of roughly 115,200 square feet across three stories. Required parking is 20 spaces; the proposed plan provides 22. The applicant proposes six‑foot block walls on three sides and landscaping that covers about 16% of the site (roughly 12,000 square feet). Staff recommended the commission forward a recommendation of approval to the mayor and city council subject to eight standard conditions.
Heather also described utilities and access: a 16‑inch water transmission line runs adjacent to the property but is not available for direct connection, so the project would need to connect to an 8‑inch water line across Andy Divine Avenue and coordinate with ADOT for access. There is no sewer currently available to the parcel; staff said a septic system would be required in coordination with Mojave County.
Owner‑applicant Sabrina introduced herself during the public hearing and described family ties to Kingman: "My uncle Tom Greatton was a longtime resident of Kingman and...he left me the land when he passed away and he wanted me to do something valuable for the community that he loved." Sabrina said she and her partner have become Kingman residents and that she welcomes questions.
Several commissioners and members of the public praised staff coordination and the site choice; a commissioner confirmed the facility would be interior storage without exterior roll‑up doors and Heather confirmed that is the proposed design. After brief commission discussion the panel moved and seconded approval; the motion passed by voice vote and the recommendation will proceed to city council.
