Delaware County commissioners approve dog shelter change order, set CDBG hearing and note tax deadline delay

The Delaware County Board of Commissioners on June 8 approved a series of routine resolutions including a change order for the county dog shelter modular office, set a public hearing and comment period for the 2026 Community Development Block Grant annual action plan, and noted a postponement of the second‑half property tax deadline.
John Melvin, the county’s director of facilities, told commissioners that change order number one to the contract with 2K General Company Inc. was necessary after a health‑department review showed the septic leach field was adjacent to the original trailer footprint. "The leechfield is actually not where we originally thought it was and it's adjacent to the current trailer which is getting demoed," Melvin said. He also said the original foundation plan allowed only about 13 inches of clearance under the building, so staff redesigned the foundation to provide a crawl space to allow welding and future maintenance. Melvin said the contractor should be mobilized in mid‑July and he anticipated about three months to complete the project.
The board also approved Resolution 26‑408 to transfer funds and make supplemental appropriations for new furniture for the modular offices; staff said the furniture purchase could not be made from capital funds and required a transfer to operating/materials accounts.
On housing and community development, Justin Abby, director of finance, said the board set a public hearing for June 22 on the 2026 annual action plan for the urban county CDBG program and established a public comment period running June 23 through July 22.
In board business, Director of Communications Jane Haw presented reappointments for the Northstar New Community Authority Board of Trustees — Glenn Evans and Howard Heelinger — which the commissioners approved. On a separate appointments item, commissioners approved reappointment of Gordon McDonald to the Delaware‑Morrow Mental Health and Recovery Services Board and approved Jesse Thompson to fill a seat vacated by term‑limited member Zachary Miller; commissioners offered praise for outgoing and incoming members during the discussion.
During administrative reports, Administrator Tracy Davies said she attended a short Finance Authority meeting. Commissioners also noted a recent investment committee meeting where Treasurer O’Brien and Auditor Kaiser announced they would postpone the second‑half property tax due date from July 10 to August 17 so staff can recalculate bills after changes required by House Bill 186. Commissioners said the recalculation requires applying a CAP credit to about 90,000 parcels and will require software reprogramming and likely additional taxpayer inquiries.
The board recorded roll‑call votes on the routine resolutions (Resolutions 26‑402 through 26‑410) and then convened an executive session under Resolution 26‑410 as recorded in the minutes. The meeting record shows the board entered executive session at the end of the public meeting.
