Charlevoix County board adopts employee unpaid-time-off policy, amends holiday schedule and approves Grandvue transfer

At its May 27 meeting, the Charlevoix County Board of Commissioners adopted several administrative and fiscal measures.
The board adopted Resolution 26-046, a Policy Regarding Unpaid Time Off and Exhaustion of Paid Leave, which requires employees to exhaust paid leave banks before requesting unpaid time off and limits unpaid leave approvals to unforeseen necessity such as medical emergency, hospitalization or bereavement. The resolution takes effect immediately; the motion passed by roll-call vote 6–0.
The board also adopted Resolution 26-047 amending the Building Closure Date Policy to clarify application to part-time employees and to supersede Resolution 24-095; that motion likewise passed 6–0. The amended holiday schedule lists recognized closure dates including New Year’s Day, MLK Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving and Christmas periods, plus specified rules when closures fall on weekends.
As part of the consent agenda, the board authorized a $148,110 transfer from the Capital Depreciation Account to the Operating Account for Grandvue to cover a Traversa transport wheelchair ($6,479) and a domestic water system upgrade ($141,631) (Resolution 26-045); the consent agenda carried by roll-call vote.
On a separate motion under new business, the board followed civil counsel’s recommendation in a FOIA appeal and directed the Equalization Director and Clerk to compile a good-faith time and cost estimate for zoning information and to require a fee payment for address-point GIS data under the adopted GIS fee schedule; voice vote carried.
