Planning board reviews campground and subdivision proposals; questions remain on site plans and frontage compliance

At its June 19 meeting the Vienna Planning Board reviewed multiple development applications that remain under review pending additional materials and clarification.
Richard Woodcock, applicant for SUP2024-06, discussed a proposed seasonal campground at 7720 Higginsville Rd (106.84 acres) that would include 50 sites, a pavilion and a restroom trailer. Woodcock said his engineer has not completed the site plans and that he plans to reduce the campground's size; he stated a previously mapped "mobile home" will no longer be inside the campground boundary. The board and Woodcock noted uncertainty about ADA requirements for a restroom trailer; board member Dave Carpenter agreed to investigate ADA standards applicable to temporary restroom trailers and report back to the applicant.
Separately, Mark Corey presented an updated plat for SUB2025-02, a two-lot subdivision at 780 Stone Barn Rd. The survey shows 231 feet of road frontage for the proposed 6.3-acre lot. The board could not determine from the submitted notations whether that frontage meets the town's Zoning Law requirement (1/4 of original frontage or 200 feet, whichever is greater). Using the plat notations the board calculated an original frontage of 970.51 feet, which would imply a required frontage of 242.62 feet for the new lot; the applicant was advised to consult his surveyor or consider requesting an area variance from the ZBA.
Board members also discussed proposed updates to the Zoning Law. Members Martha Link and Tammy Crawford reported they are not ready to forward all recommended changes to the Town Council and distributed "Good Exterior Lighting" guidelines to the board.
Next steps include Woodcock completing engineer site plans for the campground and Carpenter reporting on ADA compliance for restroom trailers; Corey will consult his surveyor about frontage calculations or pursue a variance if necessary.
