Planning board defers decision on Primal Tee Shop special-use permit pending DEC response

The Vienna Planning Board opened a public hearing at 7:10 p.m. on June 19 on a special-use permit application from Denise Mangini (Primal Tee Shop) to expand an existing building and use an addition for screen-printing apparel.
Secretary Kathy Pavelock summarized that the board had requested additional information from Mangini on disposal and filtering of fluids used in the screen-printing operation and that a 239m review had been submitted to the Department of Environmental Conservation (DEC) on May 29. At the hearing there were no public comments. Board members noted DEC had not been asked to review the original permit previously and asked that the DEC be sent materials now for review of chemical and filtering information related to the business.
Because the minutes record that DEC has 30 days to respond to the submission (deadline recorded as June 28, 2026 in the minutes) and no response had been received as of the meeting, the board agreed to wait until the July meeting to take final action on SUP2025-03.
The board opened the hearing (motion by Martha Link, seconded by Miranda Ward) and closed it at 7:15 p.m. (motion by Dave Carpenter, seconded by Martha Link). The board did not take final action while awaiting the DEC response.
