Vienna planning board forwards SEQR amendment for Primal Tee Shop expansion, schedules June 19 public hearing

The Town of Vienna Planning Board voted on May 28 to amend the State Environmental Quality Review (SEQR) materials for SUP2025-03, a proposal to expand an existing building and use for screen-printing apparel at 3088 Pine Road (parcel 218.000-1-50.1, Zone RR1).

Bill Shaughnessy, a planning board member, moved to amend part 3 of the SEQR by adding information for part 2 items #10 and #11 and to submit the amended SEQR and the special-use permit application to the New York State Department of Environmental Conservation for review. Dave Carpenter seconded the motion. A poll vote recorded Orrin MacMurray – Aye; Bill Shaughnessy – Aye; Martha Link – Aye; Miranda Ward – Aye; Dave Carpenter – Aye; Tammy Crawford was recorded as absent for this vote. The motion carried.

Secretary Kathy Pavelock reported that she had contacted applicant Denise Mangini to request additional information about disposal and filtering of fluids used in the T-shirt screen-printing operation; the applicant provided data sheets and details of the filtration system. The board noted the standard 30-day DEC review period and advised the applicant that a public hearing on the application is scheduled for June 19, 2025, at 7:10 p.m.; if DEC issues a response before that date the board may take final action.

The action amends the SEQR submission and formally sends the application to DEC for environmental review. No final permit decision was made at the May 28 meeting; the board will receive DEC’s response (if any) and may consider final action at or after the scheduled public hearing.
