Peoria County approves consolidated travel policy; finance to provide staff training

Peoria County approved a consolidated revision of its travel policy after staff said the updates combine provisions that were previously split between the auditor's policy and personnel policy and place administration with the finance department.
Heather McCord, a county staff member, explained the goal: "This is the intention to merge those two documents into one document and update them to reflect best practices..." She said the changes are intended to streamline reimbursement, clarify requirements for meetings where meals are purchased (including business purpose and attendee names), and add training and a sign-off process for travelers once the policy is final.
McCord said two edits were made since the committee saw the item as an informational item in April: removing discretionary language about "good judgment" in one section and reinstating a previously omitted clause specifying meal-purchase documentation for non-travel department meetings. Member Danny Phelan raised a comment about the 20% maximum tip guideline and whether automated tip prompts for quick transactions should be treated differently; staff acknowledged the point and said it relates to the policy's guidance on good judgment.
The motion to adopt the travel policy revision was moved and seconded at the meeting and carried by voice vote; the resolution passed with no recorded opposition. The finance department will hold trainings and develop the acknowledgement form for employees who travel on behalf of the county.
