It would discourage council members from responding directly to public comments during the hearing and instead direct staff to provide contact information and follow up outside the meeting. The draft also proposes basic conduct standards to avoid abusive or defamatory speech while recognizing the difficulty of policing offensiveness.
Members suggested clarifications and small amendments at the meeting, including trimming or adjusting language around what constitutes "offensive" speech and allowing a very brief, time-limited acknowledgement or procedural response from an RHC member when warranted. Legal and procedural cautions were raised about members engaging in substantive discussion that has not been publicly noticed—staff agreed the draft should preserve a clear distinction between acknowledgement/follow-up and board deliberation.
No formal adoption occurred. Staff said they will redraft language based on members' suggestions and return in July with a version for a formal vote.
