Manalapan adopts fourth-round Housing Element and Fair Share Plan; plan yields 17 surplus affordable credits

The Manalapan Planning Board voted unanimously on June 12, 2025 to adopt the Housing Element and Fair Share Plan (Fourth Round) as an element of the municipal master plan.
Board Planner Christine Bell summarized the plan during the public hearing, explaining that the municipality's fourth-round obligation is 252 units. Ms. Bell said the plan identifies 269 credits that the Township can apply toward that obligation, yielding 17 surplus credits for future rounds.
According to Ms. Bell, the crediting includes extension of affordability controls on 194 units (66 units at New Beginnings, 28 units at Tracy Village, and 100 units at Knob Hill), Phase 2 of Woodward Estates contributing 51 credits plus 4 bonus senior credits (total 55), and two assisted-living facilities with Medicare beds (Accela Rehab and Care Center and Mira Vie) providing a combined 20 credits. The plan also projects 62 rehabilitation units needed between July 1, 2025 and June 30, 2035.
There were no public comments during the public hearing portion. Jack McNaboe thanked staff for their work on sewer/water easements in an earlier item and Chairwoman Kathryn Kwaak asked for motions to adopt and memorialize the plan. Mr. Hogan moved to approve and adopt the Housing Element and Fair Share Plan and Barry Fisher seconded. The motion to adopt and the later motion to memorialize the related resolution each passed with an affirmative roll call among eligible members.
The board recorded the adoption and memorialization of the Housing Element and Fair Share Plan and scheduled its next meeting for June 26 at 7:30 p.m.
