Chester County Commission adopts 2026–27 budget, fixes tax levy at 1.5853 with no tax increase

The Chester County Commission unanimously adopted the 2026–27 county budget and related appropriation resolutions, including a resolution fixing the tax levy at 1.5853. Commissioners and staff emphasized the plan does not raise taxes but reflects internal adjustments.
"This is not raising taxes. This just adjusted for what we've moved around," a commissioner said during discussion; the chair confirmed there is no tax increase. The roll-call votes on the tax-levy resolution and subsequent appropriation resolutions (for county funds, nonprofits, the Chester County Fire Department and the schools federal project fund) were unanimous, with every commissioner recorded as voting yes.
Anne Moore, chair of the budget committee, thanked department heads, advisory members and staff for a rapid, collaborative budget process and noted the budget includes employee raises and a negotiation with the ambulance service that preserved that service. "We have come up with a budget that everybody should be pleased with... we're giving employee raises," Moore said, and she cautioned the county still must manage a relatively small fund balance.
The schools federal project fund appropriation was presented with the chairman of the board of education (Shane) available to answer questions. Commissioners passed that resolution by roll call as well. Meeting participants said the budget had gone through the budget committee and advisory review prior to the vote. The commission adjourned after completing the special-called meeting agenda.
