The Harrisville Planning Commission on June 13 approved a preliminary plat for Dixon Creek Phase 2A and tabled a separate conditional‑use request for a proposed farmers market.
Preston Mobius, representing the applicant (DR Horton), explained the Phase 2A subphase contains approximately 50 lots and that infrastructure work has largely been completed. Mobius said the project is in the FEMA floodplain reduction process (LOMA/LOMR) and added, “We’re hoping to expect that in the next couple months,” as the developer moves toward vertical construction. Staff and the county surveyor reported final reviews or no outstanding issues; the commission voted to grant preliminary plat approval subject to standard municipal and agency conditions.
Separately, an applicant (referred to in the hearing as Mark Hill of Circle F Ranches LLC) requested a conditional use permit (No. 156) to operate a farm stand and potential farmers market at 607 West Road. Hill said he currently sells his own produce on site and had interest from neighbors to participate. City planner Sarah Wernern told commissioners that the current code appears to allow a small producer’s stand limited to the grower’s own product (temporary structures and size limits apply), but that a multi‑vendor farmers market on a private agricultural parcel may require a different permit pathway or use of public/park property. The commission voted to table the application so staff could research city and county code options for multi‑vendor markets and possible public‑property locations.
