A staff member told the commission the short-term trucking agreement was negotiated so the county would not immediately need to purchase an additional roll-off truck while a pending federal grant for a transfer station is resolved. "The current terms and conditions... it’s going to be the disposal rate for six years. It starts off at $34 a ton. There is a 6% escalator built into that price," the staff member said. He estimated a combined disposal-and-trucking effective rate of about $64.95 per ton based on recent container volumes and flat-per-truck transportation charges of $220.
The staff member said Republic Services agreed to haul containers to its Jackson landfill for the first year to reduce local trucking costs. He added that if the county decided to haul in-house after the initial year, doing so could save roughly $200,000 a year. Commissioners noted the county has applied for a federal grant for a transfer station; if that project proceeds, the county would re-evaluate hauling arrangements and renegotiate terms with Republic.
There was no public comment. The roll-call vote recorded every commissioner as voting yes; the motion passed 17–0.
Next steps described by the staff member include moving forward with the contract as written and revisiting hauling arrangements once the transfer station funding and project plan are finalized.
