Barnwell council adopts committee-name change, advances Lake Drive rezoning and postpones Turner Street rezoning

Barnwell City Council on Feb. 2 adopted Ordinance 2026-01 to amend a standing committee name and moved two zoning items forward while postponing another after council requested more information from the developer.
Mayor Ron Still presided as Interim City Administrator Tony Dicks read ordinances by title. Councilmember Alicia Davis moved to approve the second and final reading of Ordinance 2026-01; Councilmember Louis Claytor seconded and the motion passed unanimously, formally amending the committee name listed in Sec. 22-55(a)(4).
Dicks also read Ordinance 2026-02, which would rezone a lot along Lake Drive (Tax Map #072-08-01-022) from R-15 to OSP. Councilmember Davis moved to approve the first reading and Mayor Pro Tem Peggy Kinlaw seconded; the first-reading approval was unanimous and the amendment advances to a future second reading for final consideration.
Council considered Ordinance 2026-03, a proposed rezoning of multiple lots along Turner Street from R-15 to RMF. A motion to read the ordinance by title carried 6–1 (opposed by Councilmember Wanda Highsmith). A subsequent motion to approve the first reading was made but then withdrawn by Councilmember Ricky Dixon and seconded by Louis Claytor. After the withdrawal, Councilmember Davis moved — and Mayor Pro Tem Kinlaw seconded — to postpone the item until the developer meets with council and provides additional information; that postponement passed unanimously.
